About the Proposed Declaration The federal Clean Air Act requires that certain large sources use control methods called reasonably available control technology. These are reasonably available devices, systems, process modifications, or other apparatus or techniques that reduce air pollution. A local air agency adopts the control methods if it has a large source in its area subject to the requirements. If there are no such large sources, then there is no need to adopt a rule. The U.S.EPA allows an air agency to declare that there are no large sources in its area subject to a reasonably available control technology requirement. When an air agency makes such a declaration, the requirement to adopt a rule for the large sources is no longer applicable. This Board action declares that the Santa Barbara County APCD does not have any major sources or major emitting facilities in the following source categories: 1) Reactor Processes and Distillation Operations Processes in the Synthetic Organic Chemical Manufacturing Industry; 2) Batch Processes; and 3) Wood Furniture Manufacturing Operations The control methods would apply to sources in the county that have a potential to emit 50 or more tons per year of reactive organic compounds or oxides of nitrogen. Based on the APCD’s inventory of pollution sources, there are no major sources or major emitting facilities in the county of this size in these categories. The Santa Barbara County APCD has determined that the project is exempt under State CEQA Guideline §15061(b)(3) (general exemption). The adoption of this negative declaration is expected to have no impacts on the environment.
