Air Quality Regulatory Measures
That May Be Adopted or Amended in 2004

State and federal laws require the Air Pollution Control District (APCD) to adopt regulatory measures as rules and regulations to reduce air pollution in Santa Barbara County. California Health and Safety Code Section 40923 requires the APCD to publish a list of regulatory measures scheduled for consideration during each year, and prohibits the APCD from adopting any regulatory measure not on this list. Federally mandated measures, air toxic control measures, California Clean Air Act contingency measures, and measures needed to abate substantial public health endangerment are exempt from the prohibition.

Air quality rules and regulations that may be adopted or amended during 2004 are listed below. Not all listed rules and regulations will be adopted or amended this year. Regulatory priorities frequently change due to local, state, and federal mandates and policies. The adoption schedule also varies with the complexity of issues confronting each rule development effort and the amount of public comment received.

Before the adoption of any regulatory measure, the APCD publishes a notice in a local newspaper and holds a hearing to accept comments from affected businesses and other interested parties. This list is intended to provide an overview of rules that may be considered for adoption or amendment during 2004. It does not replace a future public notice for an individual rule.
