Mission Linen Supply Contaminated Soil
Cleanup Project
Mission Linen Supply and Brady Environmental has proposed a project
to clean up contaminated soil at 201 E. Haley Street, Santa Barbara.
This is the previous site of Ambassador Laundry and Dry Cleaning.
The location of the project is within 1,000 feet of the property
boundary of La Cuesta School and Alta Vista Alternative High School.
It is also within 1,320 feet of the property boundary of El Puente
Community School. The project is expected to commence in May 2011
and will last for approximately 12 weeks. Mission Linen Supply and
Brady Environmental have applied to the Santa Barbara County Air
Pollution Control District (District) for a permit for this project, and
the California Health and Safety Code mandates that we notify you, since
you are either the parent/guardian of a student attending one of the
above named schools, or are a resident or business located within 1,000
feet of the site.
This project involves the excavation and onsite treatment of
contaminated soil from under the Mission Linen property and the adjacent
Love’s Towing property. A total of about 1,400 cubic yards of soil
will be excavated from the project site. Excavated material will
be loaded into specially designed containers for treatment using an
Evaporative Desorption Unit. The equipment will remediate the
contaminated soil by heating the soil to evaporate the chlorinated
hydrocarbon contaminants. The evaporated chlorinated hydrocarbon
contaminants will then be collected and finally sent to an activated
carbon canister emission control device. The District has included
conditions in the permit to operate for this project that will minimize
the release of emissions into the atmosphere during the vapor extraction
of the soil contamination. Electricity for the project will be
provided by a diesel-fired generator.
Our modeling analysis shows that the expected emissions from this
project will be below levels that could create a significant air toxic
risk to public health and the environment. We are providing you an
opportunity to review and comment on this proposed permitting action.
