Notice of Public Review and Request for Comments
Draft Federal Part 70 Renewal Permits
for BreitBurn Energy Company Orcutt Hill Stationary Source
The Santa Barbara County Air Pollution Control District
(District) has issued sixteen draft federal Part 70 renewal permits
for the BreitBurn Energy Company (BreitBurn) facilities that are
part of the Orcutt Hill Stationary Source. The Orcutt Hill
Stationary Source has been in operation since 1902 and is located
approximately 2.5 miles south of Orcutt. The oil and gas production
operation lifts oil to the surface, separates gas and water from the
oil, uses the gas as fuel, and makes the oil available for sale.
The operation is considered a major source for emissions of nitrogen
oxides, reactive organic compounds and carbon monoxide.
Permitting Action
This action is for the third renewal of the sixteen federal
Part 70 permits, and may include revisions to monitoring,
recordkeeping and reporting requirements. Once issued by the
District and the U.S. Environmental Protection Agency, the federal
permits will be valid for three years.
Public Comment Procedures
Copies of the permit application, the draft permits, and support
materials are available for review from April 6, 2009, to May 6,
2009, on the District website on this page, and at the following location:

Only the federally enforceable conditions in Sections 9.A through
9.C of these permits are subject to public review. Comments on
these sections should be submitted, in writing, to the District by
May 6, 2009. Issues relevant to the Part 70 permit raised during
the comment period will be addressed in writing by the District as
part of the final permit issuance. For more information or copies

The District will consider scheduling a hearing for public comments
on the draft permit, if requested in writing, within two weeks after
