to be published Notice of Public Review and Request for CommentsDraft Federal Part 70 Permits for the E&B Natural Resources Management Corporation South Cuyama Stationary SourceThe Santa Barbara County Air Pollution Control District (APCD) has issued three draft federal Part 70 permits for E&B Natural Resources Management Corporation (E&B) facilities that are part of the South Cuyama Stationary Source. The South Cuyama Stationary Source has been in operation since the late 1940’s and is located approximately three miles southwest of the town of New Cuyama. The oil and gas production operation lifts oil, gas and water to the surface, separates the oil, gas and water, uses some of the gas as fuel, and makes oil and gas available for sale. The South Cuyama Stationary Source is considered a major source for emissions of reactive organic compounds and carbon monoxide. Permitting ActionThis action is the renewal of the three federal Part 70 permits for the South Cuyama Stationary Source noted above. No changes to facility operations or emissions will occur as a result of this action. Once issued by the APCD and the US Environmental Protection Agency (USEPA), the three permits will be valid for three years. All permits are enforceable by the USEPA, the APCD, and the public. Public Comment ProceduresCopies of the draft permits are available for review from April 14, 2008 to May 14, 2008, on this page of this website, and at the following location: Santa Barbara County APCD Only the federally enforceable conditions in Sections 9.A through 9.C of these permits are subject to public comment. Comments on these sections should be submitted, in writing, to the APCD (Attn: Phil Sheehan). All comments must be received by May 14, 2008. The APCD will consider scheduling a hearing for public comments on the draft permits, if requested in writing, within two weeks after publication of this notice. To request a public hearing, please send correspondence to Phil Sheehan at the above address. Issues raised during the comment period will be addressed, in writing, by the APCD as part of the final permit issuance.
