to be published Public NoticePreliminary Decision to Approve Emission Reduction Credits for BreitBurn EnergyThe Santa Barbara County Air Pollution Control District (APCD) has made a preliminary decision to approve emission reduction credits for BreitBurn Energy. An emission reduction credit is earned by a company when it reduces air emissions beyond what is required by permits and rules. It is an asset that can be used by its owner or sold to companies that need emission offsets.Emission reduction credit amounts to be approved for BreitBurn Energy are: Oxides of Nitrogen (NOx) 20.984 tons per year Reactive Organic Compounds 1.105 tons per year Carbon Monoxide (CO) 8.054 tons per year BreitBurn Energy plans to create these emission reduction credits by replacing nine field gas fired well pump engines with electric motors at four leases in the Orcutt Hill field. The APCD finds that the proposed emission reductions credits meet the requirements for approval pursuant to our Rules 804 and 806. Files for this application are available for review at the APCD, 260 North San Antonio Road, Suite A, Santa Barbara, CA. The APCD’s Preliminary Decision of Issuance for this project is available online on this page. The APCD invites written comments on the proposed decision to issue emission reduction credits.
