Draft Federal Part 70 Renewal Permit for Southern California Gas Company
La Goleta Plant Stationary Source

The Santa Barbara County Air Pollution Control District (APCD) has issued a draft federal Part 70 permit for Southern California Gas Company (SoCalGas) La Goleta Plant located at 1171 More Road in Goleta. SoCalGas (a Sempra Energy subsidiary) has owned and operated this plant since 1940s. Natural gas purchased by SoCalGas from regional oil and gas plants is brought to the La Goleta site, compressed and stored in underground depleted gas reservoirs. During heavy demand periods, this gas is withdrawn from the reservoir, purified, dehydrated, and transferred into sales pipelines. La Goleta Plant is considered a major stationary source for carbon monoxide, volatile organic compounds and nitrogen oxides emissions.

Permitting Action

This permitting action is for the renewal of the existing federal Part 70 permit for the La Goleta Plant. The permit regulates the emissions from the internal and external combustion units and miscellaneous hydrocarbon processing and storage units at the Plant. The permit reflects changes in emitting equipment at the facility approved in the past three years, and includes some changes to monitoring, recordkeeping, and reporting conditions. Once issued by the APCD and the USEPA, the Part 70 permit will be valid for three years. The permit will be enforceable by the USEPA and the public.

Public Comment Procedures

Copies of the permit applications, the draft permits and support materials, are available for review from April 24, 2006 to May 26, 2006 on this website on this page, and at the following location:

Only the federally enforceable conditions in Sections 9.A through 9.C of these permits are subject to public comment. Comments on these sections should be submitted, in writing, to the APCD by May 26, 2006. Issues relevant to the Part 70 permit raised during the comment period will be addressed in writing by the APCD as part of the final permit issuance.
