Notice of Public Review and Request for Comments
Draft Federal Part 70 Renewal Permits for
Exxon - Santa Ynez Unit Stationary Source
The Santa Barbara County Air Pollution Control District (District) has issued
five draft federal Part 70 renewal permits for the ExxonMobil Production Company
facilities that are part of the Santa Ynez Unit (SYU) Stationary Source. The
ExxonMobil - SYU Project is located approximately 20 miles west of the city of
Santa Barbara. The source includes outer continental shelf Platforms Hondo,
Harmony and Heritage, the POPCO Gas Processing Plant, as well as the onshore oil
and gas processing plant in Las Flores Canyon. The ExxonMobil - SYU Project is
considered a major source for emissions of nitrogen oxides, reactive organic
compounds, sulfur oxides, and carbon monoxide.
Permitting Action
This action is for the third renewal of the existing federal Part 70 permits
for the ExxonMobil – SYU stationary source and may include revisions to
monitoring, recordkeeping and reporting requirements. No changes to facility
operations will occur. Once issued by the District and the U.S. Environmental
Protection Agency (USEPA), the Part 70 permits will be valid for three years.
The permits will be enforceable by the USEPA and the public.
Public Comment Procedures
Copies of the permit applications, the draft permit and support materials,
are available for review from April 27, 2009, to May 27, 2009, on this website
on this page, and at the following

Only the federally enforceable conditions in Sections 9.A through 9.C of
these permits are subject to public comment. Comments on these sections should
be submitted, in writing, to the District by May 27, 2009. Issues relevant to
the Part 70 permits raised during the comment period will be addressed in
writing by the District as part of the final permit issuance. For more

permit, if requested in writing, within two weeks after publication of this
