Draft Federal Part 70 Renewal Permits for 
Venoco Carpinteria Stationary Source

The Santa Barbara County Air Pollution Control District (APCD) has issued two draft federal Part 70 permits for Venoco Inc.’s Carpinteria Gas Plant and Carpinteria Pipe Line Operations facilities.

Venoco and prior owners have operated these facilities in the Carpinteria area since the 1960s. The Gas Plant processes gas received from outer continental shelf (OCS) platforms and produces both natural gas and natural gas liquids. The Pipe Line facility receives crude oil from OCS platforms for brief, temporary storage and sends the oil to Venoco’s Rincon facility in Ventura for further processing. Both operations constitute one stationary source, considered a major source for volatile organic compounds and carbon monoxide emissions.

Permitting Action

This action is for the renewal of the two federal Part 70 permits issued in 1999; it also includes operation of a new internal combustion (IC) engine and modifies monitoring, recordkeeping and reporting requirements. Only a minor change to facility operations or emissions will occur from the added new IC engine operation. Once issued by the APCD and the U.S. Environmental Protection Agency (USEPA), the federal permits will be valid for three years.

The APCD will hold a hearing for public comments on the draft permits at 6:00 p.m. on June 13, 2002 at the Carpinteria Public Library. Comments can also be submitted in writing to the APCD at the address above. All written comments must be received by 5:00 p.m. on July 5, 2002.

Section 9.D of these permits is enforceable by the APCD only, and is not open for public comments. Issues raised during the comment period will be addressed in writing by the APCD before permits are issued.
