Notice of Public Review and Request for Comments

 Authority to Construct Permit for the ExxonMobil Production Company ExxonMobil –
Santa Ynez Unit Stationary Source

The Santa Barbara County Air Pollution Control District (District) has made a preliminary decision to issue an Authority to Construct (ATC) permit for the Las Flores Canyon facility that is part of the ExxonMobil – Santa Ynez Unit Stationary Source.  

The ExxonMobil - Santa Ynez Unit is located approximately 20 miles west of the city of Santa Barbara.  The source includes outer continental shelf Platforms Hondo, Harmony and Heritage, the POPCO Gas Processing Plant, as well as the onshore oil and gas processing plant in Las Flores Canyon.  The ExxonMobil - Santa Ynez Unit is considered a major source for emissions of nitrogen oxides, reactive organic compounds, sulfur oxides, and carbon monoxide.

Permitting Action

This action authorizes maintenance and testing operations of the cogeneration power plant located at the Las Flores Canyon facility.  This permit is enforceable by the US Environmental Protection Agency (USEPA), the District, and the public.

Comments on the permit should be submitted in writing to the District (Attn: Ben Ellenberger).  All comments must be received by July 8, 2011.  The District will consider scheduling a hearing for public comments on the draft permit if requested in writing within two weeks after publication of this notice.  To request a public hearing please send correspondence to Ben Ellenberger at the above address.
