to be published Notice of Public Review and Request for CommentsDraft Federal Part 70 Permits for the City of Santa Maria Municipal Solid Waste Landfill Stationary SourceThe Santa Barbara County Air Pollution Control District (APCD) has issued a draft federal Part 70 permit to the City of Santa Maria’s Municipal Solid Waste Landfill. The landfill also has a recycling and household hazardous waste collection program. Operations consist of a "fill-and-cover method" using onsite soils to provide the required daily cover. Capacity is estimated to be 346 million cubic feet of waste. Estimated non-methane organic compounds emissions from the landfill are 85.35 tons/yr. Permitting ActionThis permitting action is the first renewal of the federal Part 70 permit. The Part 70 permit regulates the collection and control of non-methane organic compounds generated at the landfill in accordance with New Source Performance Standard WWW. Operations of a recently installed ground flare are addressed in this permit, and no other changes to landfill operations or emissions will occur due to issuance. Once issued by the APCD and the US Environmental Protection Agency (USEPA), the Part 70 permit will be valid for three years. The permit will be enforceable by the USEPA and the public. Public Comment ProceduresCopies of the permit applications, the draft permits and support materials, are available for review from July 14, 2008 to August 15, 2008 on this website on this page, and at the following locations: Santa Barbara County APCD – Santa Maria Office Santa Barbara County APCD – Santa Barbara Office Only the federally enforceable conditions in Sections 9.A, 9.B, and 9.C of this permit are subject to public review. Comments on these sections should be submitted, in writing, to the APCD by August 15, 2008. Issues relevant to the Part 70 permit raised during the comment period will be addressed in writing by the APCD as part of the final permit issuance.
