Preliminary Decision to Approve Emission Reduction Credits for Celite Corporation

The Santa Barbara County Air Pollution Control District (APCD) has made a preliminary decision to approve emission reduction credits for Celite Corporation. An emission reduction credit is earned by a company when it reduces air emissions beyond what is required by permits and rules. It is an asset that can be used by its owner or sold to companies that need emission offsets.

Emission reduction credit amounts to be approved Celite Corporation are:

Oxides of Nitrogen (NOx)                                          12.551 tons per year
Reactive Organic Compounds (ROCs)                   0.604 tons per year
Carbon Monoxide  (CO)                                              2.709 tons per year
Oxides of Sulfur (SOx)                                                 0.740 tons per year
Particulate Matter (PM)                                               39.218 tons per year
Particulate Matter less than 10 microns (PM10)  19.609 tons per year

Celite Corporation plans to create these emission reduction credits by permanent shutdown and removal of their 3 System and 5 System processing lines at the Lompoc Plant at 2500 Miguelito Road.  The APCD finds that the proposed emission reductions credits meet the requirements for approval pursuant to our Rules 804 and 806.

The APCD invites written comments on the proposed decision to issue emission reduction credits.
