Proposed Rule 345 Control of Fugitive
Dust from Construction and Demolition Wednesday, October 28, 2009

The Santa Barbara County Air Pollution Control District (District)
will hold a Public Workshop/Community Advisory Council Meeting at the
time and location listed above to accept comments on proposed Rule 345.
Sources Potentially Affected This rule applies to
any activity associated with construction or demolition of a structure
or structures.
About the Proposed Amended Rule
Rule 345 (Control of Fugitive Dust from Construction and
Demolition) is being proposed as a result of Senate Bill 656, passed by
the legislature in 2003 to reduce public exposure to inhalable
particulate matter (PM) or dust. After completing research required by
Senate Bill 656, District staff were directed by the Board of Directors
to create a rule to reduce PM, or dust, from construction and demolition
activities.
Although dust mitigation measures are already
recommended or required for construction and demolition projects through
other programs (e.g., California Environmental Quality Act, California
Storm Water Control Regulations, etc.) these measures are not
enforceable by the District. Implementation of Rule 345 will give the
District staff the ability to enforce dust mitigation measures, and
reduce PM or dust from construction and demolition sites.
Currently the District proposes to bring this rule to the Board of
Directors in December, 2009/January, 2010.
You are invited to
review the rule and provide comments to the District. You may attend
and comment at the public workshop, or submit comments in writing to
Rebecca Armstrong of the Rulemaking Staff.
