Air Toxic Control Measure for Stationary Diesel Engines

In November, 2004 the State of California is expected to approve an Airborne Toxic Control Measure (ATCM) to control particulate matter and other pollutants from stationary diesel-fired internal combustion engines (DICE). The particulate matter in diesel exhaust is classified as a Toxic Air Contaminant by the State of California, and this ATCM is one of several the state will adopt as part of a broader strategy to reduce human exposure to diesel particulates. This ATCM will apply to new and existing “prime” engines (those that provide day-to-day power for your facility’s operations) and “emergency standby” engines (also called “back-up utility generators” or BUGs). By state law, the Santa Barbara County Air Pollution Control District must implement and enforce the requirements of this ATCM on new and existing units.

In the announced workshop, APCD staff will provide owners and operators of stationary DICE an overview of the ATCM and its requirements as they apply to new and existing prime and emergency standby engines. We will highlight the range of compliance options that may be available to owners and operators of DICE, and the applicable compliance timelines that are to be established in the ATCM. We will also identify resources where you can find additional information about the ATCM, how it was developed and what it is expected to accomplish. And, we will discuss the necessary removal of the current permit exemption in APCD rules for emergency standby generators. If you own or operate such equipment, you will be required to obtain permits from the APCD as part of this program.
