Notice of Public Review and Request for Comments
Draft Federal Part 70 Renewal Permit for
Tajiguas Municipal Solid Waste Landfill Stationary Source
The Santa Barbara County Air Pollution Control District (District)
has issued draft federal Part 70 permit to the Tajiguas Municipal Solid
Waste Landfill (Landfill) located 26 miles west of the City of Santa
Barbara in Santa Barbara County, California. The Landfill is a Class
III landfill permitted to receive non-hazardous solid waste. The
stationary source consists of the landfill (owned and operated by the
County of Santa Barbara), the landfill gas collection system (owned and
operated by NEO Tajiguas LLC), and an enclosed flare and a landfill
gas-fired IC engine powering a 3.1 MW electrical generator (owned and
operated by MM Tajiguas Energy LLC). The Landfill is a Part 70 source
for non-methane organic compounds (NMOC) and a major stationary source
for carbon monoxide.
Permitting Action
This action is for the renewal of the existing federal Part 70
permit for the Landfill. The permit regulates the collection and
control of the NMOC gases generated at the Landfill, in accordance with
the New Source Performance Standard Subpart WWW and with the National
Emissions Standards for Hazardous Air Pollutants Subpart AAAA. Once
issued by the District, the Part 70 permit will be valid for three
years. The permit will be enforceable by the District, the U.S.
Environmental Protection Agency, and the public.
Public Comment Procedures
Copies of the permit applications, the draft permits
and support materials, are available for review from December 14, 2009
to January 22, 2010 on this website on this
page and at the following location:

Only the federally enforceable conditions in Sections 9.A through
9.C of these permits are subject to public comment. Comments on these
sections should be submitted, in writing (Attn: Ben Ellenberger), to the
District by January 22, 2010. Issues relevant to the Part 70 permit
raised during the comment period will be addressed in writing by the
District as part of the final permit issuance. For more information or

The District will consider scheduling a hearing
for public comments on the draft permit, if requested in writing, within
two-weeks after publication of this notice. To request a public
