The particulate matter in diesel exhaust is classified as a Toxic Air Contaminant by the State of California. In November 2004, as part of a broad strategy to reduce citizens’ exposure to diesel particulate emissions, the State approved an Airborne Toxic Control Measure (ATCM) for stationary diesel-fired internal combustion engines (DICE) that are 50 horsepower or larger. By state law, the Santa Barbara County Air Pollution Control District must implement and enforce the requirements of this ATCM on new and existing engines. Beginning January 1, 2005, new and existing “prime” engines and “emergency standby” engines 50 hp or larger must comply with this ATCM.

Two workshops will be held December 21st, one in Santa Maria and one in Santa Barbara. APCD staff will provide an overview of the ATCM and the requirements and timelines that apply to new and existing prime and emergency standby engines. Additionally, both new and existing emergency standby engines, which have not required permits in the past, will need to obtain APCD permits as part of this program. We will explain and discuss these permit requirements in the workshops. And, we will provide attendees additional materials and resources regarding the ATCM and the APCD’s permitting process for stationary diesel-fired internal combustion engines that are subject to this regulatory program.
