Notice of Public Review and Comment Opportunity

RE:  A T & T's Installation of an Emergency Generator

AT&T Mobility has applied to the Santa Barbara County Air Pollution Control District (APCD) for a permit to install and operate a 97 bhp diesel-fired emergency generator near the City of Guadalupe water tower at 4550 10th Street, Guadalupe.  The engine will be located within 1,000 feet from the Mary Buren School at 1050 Peralta Street, Guadalupe.  This generator will provide backup power to cell phone antennas and will be used in the event of a power failure.

As part of the APCD’s evaluation of this proposed installation, we have assessed the potential health risk created by the project’s air emissions.  Our analysis, which is conservatively health protective, shows that the expected emissions from this installation will be well below any levels that would create a significant air toxic risk to public health and the environment.  Before our agency issues this permit, state law requires that we notify you, since you are either the parent/guardian of a student attending the school or are a resident or business located within 1,000 feet of the site.  We are providing you an opportunity to review and comment on this proposed permitting action.  Further, prior to issuing the final permit, we will submit to the permit’s administrative file our written responses to any comments we receive during the comment period.

A copy of the draft permit document (Authority to Construct/Permit to Operate 13557) is available for review at the following locations: APCD offices (260 North San Antonio Road, Suite A, Santa Barbara and 301 Cook Street, Suite L, Santa Maria); the Santa Maria Public Library: (421 S. McClelland Street, Santa Maria); and on the this website by clicking on the file below.
