The next meeting date is listed below; the agenda will be posted when it is available.  Members of the public may address the Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment period following the administrative agenda.  Persons may address the Board in person or by using the remote video testimony system located at the County Administration Building, Board Hearing Room, Fourth Floor, 105 East Anapamu Street, in Santa Barbara or at the Betteravia Government Center, Board Hearing Room, 511 East Lakeside Parkway, in Santa Maria.  The times shown for the duration of agenda items are estimates.  Additional information about our Board can be found on this page.

Following closed session, Counsel will report, orally, or in writing, any action taken in closed session and the vote or abstention thereon, as required by Government § 54957.1(a).  Documents that are finally approved or adopted in the closed session will be provided upon request as required by Government § 54957.1(b).

A-1)      Receive and file the summary of the emission-reduction grant agreements approved by the Air Pollution Control Officer for the period of June 6, 2014 through August 7, 2014 in accordance with Board Resolution Number 02-16.  

A-2)      Receive and file the summary of notices of violation issued and penalty revenue received during the months of June and July 2014.  

A-3)      Approve $500,000 in additional spending authority for the District’s Off-Road Equipment Replacement Program.  

A-4)      Execute District Grant Agreement Electric Vehicle Charging Station (EVCS-005) for the City of Goleta in the not to exceed amount of $17,283.    (see Board letter)

A-5)      Approve and authorize the Chair to execute a test rental and use agreement with Cooperative Personnel Services for the purpose of reviewing potential candidate selection devices for upcoming recruitments for an amount not to exceed $10,000.    (see Board letter)

A-6)      Adopt a resolution delegating authority to the Air Pollution Control Officer to amend, enter into, and renew contracts for multiple employee benefit insurance plans to become effective January 1, 2015 for the 2015 calendar year.    (see Board letter)

A-7)      Adopt amendments to the Santa Barbara County Air Pollution Control District Conflict of Interest Code that reflect revised job classifications approved by the Board since the last code amendment in 2013.    (see Board letter)

A-8)      Receive and file information on the District’s update of its Environmental Review Guidelines.  

A-9)      Consider the following actions regarding the Federal Work-Study Program as follows:    (see Board letter)

a)     Authorize the Chair to sign an agreement with the University of California Regents/University of California at Santa Barbara Office of Financial Aid and Scholarships for students to work part-time at the District; and
b)     Authorize the Air Pollution Control Officer to sign one 3-year renewal of the agreement on the same terms and conditions.  


Persons desiring to address the APCD Board on any subject within the jurisdiction of the Board that is not included as part of the agenda must complete and deliver to the Clerk the “Request to Speak” form which is available at the Hearing Room entrance prior to the commencement of this comment period.  Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.    


1)         Receive an update on the Vessel Speed Reduction incentive trial program in the Santa Barbara Channel and future community forums on marine shipping.     (EST. TIME:  15 Min.)     (see Board letter, press release and community forum flyer)

2)         Receive a presentation from Dr. Catherine Gautier-Downes on Global Warming and Climate Change.     (EST. TIME:  30 Min.)      (see Board letter)
