Air Quality Specialist I/II

The SBCAPCD is conducting a recruitment for a full time Air Quality Specialist I/II. Depending on individual qualifications, the position may be filled at the I or II level. The current vacancy is in the Community Programs Section and will have responsibilities in a variety of program areas including assessing air quality impacts from land development projects, including assessing health risk and global climate change impacts; preparing environmental documents for air quality permits, plans, and rules; coordinating and compiling air quality analyses using emissions estimation methodologies; providing information and assistance to businesses and the public, including fielding telephone calls on the Business Assistance Line; making presentations to schools, business groups, and elected officials regarding air quality issues.

The Position

Under immediate supervision (I), or general supervision (II) performs a variety of assignments in the development and formulation of data analysis, emission and risk calculations, reports, plans, projects, and strategies for the evaluation and improvement of air quality.

Air Quality Specialist I is the entry-level class of the series. Incumbents work under immediate supervision while performing the less complex office and professional specialist work and routine assignments of the unit. The Air Quality Specialist II is the fully experienced, journey-level class of the series. Incumbents work under general supervision while performing more difficult tasks that require a working knowledge of local, state, and federal laws; District policies and procedures; and equipment and technology used in air pollution control.

The Position and Ideal Candidate

The ideal candidate will be familiar with current environmental issues and land use planning; principles, practices, and trends of air quality, and transportation and land use planning; relationship of physical design, demographic, environmental and socio economic concepts as applied to regional planning and air quality goals; statistical analysis and mathematical concepts related to the environmental and planning process. The ideal candidate will also be skilled in researching, compiling, and summarizing a variety of complex and technical reports and informational materials; composing clear and complete technical, educational, and informational reference materials for industry and public use; interpreting and applying federal, state, and local laws, regulations, policies, procedures, and standards pertaining to the environmental review and planning process; and exercising sound independent judgment within established policy guidelines. The ideal candidate will have experience making public presentations and the ability to represent the organization at related events.

Qualifications

Air Quality Specialist I : BA/BS degree with a major in regional, urban, environmental, or transportation planning, environmental studies, geography, meteorology, or closely related field. Air Quality Specialist II -Same as AQ Specialist I and at least two years of professional experience in CEQA review, air pollution control, transportation demand management, or in air quality emission and control technology analysis. A master’s degree in any of the required disciplines may be substituted for one year of experience.

Other Requirements

Possession of a valid California driver’s license.

Selections Process

Qualified applicants will be placed on an eligibility list that will remain in effect three months from the date the list is established.
