Advisory:  New Requirements for Small Boilers, Water Heaters, and Process Heaters (Rule 360) – September 2018

On March 15, 2018, the Air Pollution Control Board amended District Rule 360, which regulates boilers, water heaters, and process heaters that have a maximum heat input capacity between 0.075 and 2 million Btu/hr.

Effective January 1, 2019, all newly installed and modified natural gas-fired units in Santa Barbara County shall be certified to an oxides of nitrogen (NOx) emission limit of 20 parts per million, when corrected to 3% oxygen content. This emission standard is based on similar requirements adopted by the South Coast Air Quality Management District (Rule 1146.2). Please make sure that you do not buy, sell, install, or modify any Rule 360 applicable unit that does not meet the new requirements on or after January 1, 2019.

Advisory:  ROC Content of PVC Cement (Rule 353) – March 2015

In 2012, Rule 353, Adhesives and Sealants was revised.  The revision included a reduction in the Reactive Organic Compound (ROC) limits from 510 g/L to 500 g/L for PVC welding material. The reduced ROC limit was effective on or after June 21, 2013.  It was the District’s intent to be consistent with the surrounding Districts. Currently, there are no readily available products meeting the 500 g/L ROC limit as specified in Rule 353. The District intends to resolve this issue through rule revision at a later date. Until such time, the District will enforce the 510 g/l ROC limit for PVC welding cement.

Advisory:  Winter Fuel Overpressure Alarms – February 2015

The Air Resources Board (ARB) issued Advisory 405-C (http://www.arb.ca.gov/vapor/advisories/adv405c.pdf) to provide relief to gasoline dispensing facility (GDF) owners and operators from requiring to call for service and conduct testing in response to in-station diagnostics (ISD) overpressure (OP) alarms occurring during the period between November 1 and March 31.
