Decision to Approve
Emission Reduction Credits
On December 1, 1998, the Santa Barbara County Air
Pollution Control District (APCD) made a decision to approve
emission reduction credits (ERCs) for Grefco Minerals, Inc. and
Saba Petroleum. ERC amounts are as follows:

Grefco Minerals, Inc. created ERCs with the shut down of its
diatomaceous earth processing plant located in Lompoc. Saba
Petroleum created ERCs by replacing a compressor engine at its
Cat Canyon oilfield with a new unit that uses emission controls
for NOx, ROC and CO. The administrative files for these
