Increments

Q: When are increment analyses performed?

A: A PSD increment analysis is performed any time the rules require modeling or an AQIA to be performed.

Netting for Attainment Pollutants

Q: Can a source net out of Best Available Control Technology and emission offsets for attainment pollutants?

A: Yes. New source review requirements for attainment pollutants are triggered based on emission increases at the entire stationary source and creditable emission decreases at the source can be used to reduce the source's net emission increase for the purpose of avoiding Best Available Control Technology and emission offsets.

Secondary Emissions

Q: When are "secondary emissions" taken into account?

A: Secondary emissions are used when performing a PSD Air Quality Increment Analysis (see Section K.1). The definition of secondary emissions may be found in Rule 102. Example: A new oil and gas plant is proposed. Along with this construction, a new oil transportation terminal will be installed to move the oil to market. In analyzing the oil and gas plant's application, the AQIA increment analysis would include the emissions from the new transportation terminal.
