Solvent Cleaning Webpage
This webpage provides a portal to important information that will assist you
in complying with the Santa Barbara County Air Pollution Control District's
requirements for solvent cleaning machines and solvent cleaning operations. These rules apply to
solvent cleaning machines and solvent cleaning operations:
- Rule 321.
Applies to solvent cleaning machines and solvent cleaning
operations.

On September 20, 2010, the APCD Board adopted revisions to
Rule 321 as well as revisions to
Rule 102 and
Rule 202. This rule making action has immediate impacts for
sources that use a solvent cleaning machine (degreaser) and/or
employ solvent cleaning (e.g. wipe cleaning) and are not already
regulated by a source-specific District Rule (i.e., Rule 325, 326,
330, 337, 339, 343, 344, 349, 351, 353, or 354). Affected
sources may include: oil and gas exploration, production, processing
and marketing; mineral processing; construction; repair shops;
manufacturers; and space vehicle and satellite processing.
Compliance Schedule
- New Solvent Cleaning Machines and
Operations Must Comply Now. Any new solvent cleaning
machine shall comply with this rule the first time it is operated in
the District. Any new solvent cleaning operation shall also
comply with this rule the first time it is performed in the
District.
- Existing Solvent Cleaning Machines
Previously Subject To Rule 321 Must Comply Now.
Owners or operators of existing units that were
previously subject to the Rule 321 adopted on September 18, 1997
should ensure that the equipment complies with the applicable
provisions of Rule 321. The provisions in Sections H.7, I.7,
J.8, J.11, K.6, L.9 and L.11 have an effective date of September 20,
2011.
- Existing Solvent Cleaning Machines
Previously Exempt From Rule 321 Must Comply By September 20, 2011.
Any existing solvent cleaning machines previously exempt
from the September 18, 1997 amended Rule 321 that lost their
exemptions by the adoption of amended rules 102 and 202 and/or 321
should already be in full compliance with the applicable operating,
recordkeeping and reporting requirements of Rule 321. By
September 20, 2011, the equipment must be in full compliance with
the applicable equipment requirements of Sections G, H, I, J, K, L
and N of Rule 321.
- Existing Solvent Cleaning Operations Must Comply By
September 20, 2011. The owner or operator of any
facility performing solvent cleaning subject to the requirements of
Rule 321 should already be in full compliance with the applicable
operating, recordkeeping and reporting requirements of the Rule.
By September 20, 2011, the equipment must be in full compliance with
the applicable solvent cleaning requirements of Sections M of Rule
321.
Advisories
- 03/19/11: Existing solvent cleaning machines and operations should be
in compliance with recordkeeping and reporting requirements of revised Rule
321.
- 10/20/10: Existing solvent cleaning machines and operations should be
in compliance with operating requirements of revised Rule 321.
- 09/20/10: Revised APCD Rule 321 is adopted.
