Title V Operating PermitsDRAFTVenoco - Carpinteria Stationary SourceDraft federal Part 70 permits and APCD permitsThe Santa Barbara County Air Pollution Control District (APCD) has issued a draft federal Part 70 renewal permit for Venoco Inc.’s Carpinteria Gas Plant facility. Venoco and prior owners have operated this facility in the Carpinteria area since the 1960s. The Gas Plant processes gas received from outer continental shelf (OCS) platforms and produces both natural gas and natural gas liquids. The Gas Plant also receives crude oil from OCS platforms for temporary storage, and sends the oil to Venoco’s Rincon facility in Ventura County for further processing. Both operations constitute one stationary source, considered a major source for volatile organic compounds and carbon monoxide emissions.
